Dear Parents:

The Foothill Ranch staff and I hope you will find the information contained in this handbook a useful resource to you and your family as we all meet the challenge and excitement of another school year.

 

EMERGENCY INFORMATION

The school office must have a current student emergency form, signed by a parent, on file in the office.  It is imperative that we maintain up-to-date information with each question answered completely. This includes vital information needed in case of illness, accidental injury, or an emergency at school. If at any time during the school year there is a change in any of the information, please notify the school office immediately.  Failure to keep the school office informed could mean loss of precious minutes in the event of an emergency. Parents are also able to update contact information except the home address and email address on the Family Portal. If you have a change of home address, please provide the school office with two current and different utilities bills IE water, electric or gas.

 

Parent Custody Documentation

If you have specific limitations related to the release of your child to a natural parent, please be aware that we must comply with various sections of the civil code relating to the dissolution of marriage.  We must have documentation specifying which parent has official custody of the child.  Therefore, we are requesting that you present us with a copy of the court order, which stipulates the conditions of custody.  Please understand that if we do not have this on file, we have no other choice but to release your child to the other natural parent upon his/her request.

 

ARRIVAL/dismissal

There is no parking in the lot unless you need handicapped parking access. Always remember to cross only where there are crossing guards on duty. Please obey the signs and staff directions. In an effort to ensure safety, we request that you please adhere to the following.

Morning drop-off:

Please remember “12 cars in, 12 cars out.” Cars should enter as a group into the drop-off zone near Espalier Place.

Be sure to pull all the way forward, leaving no gaps.

Please have your children exit the car only between the 1st and 3rd crosswalks.Have your children ready for a quick exit –book bags or backpacks should be ready to go.

Children must exit from the passenger side of car only.

Never leave your car unattended.

No parking in the red zone.

Do not pull out of the line until released by the crossing guard.

Drivers with official decals should only occupy handicap parking spaces and zones.

Please do not park in assigned staff parking spaces.

 

Supervision of students in grades 1 – 6 begins at 8:10AM.   Students are asked to wait in the center courtyard until 8:15AM if they arrive before the first bell. When the bell rings at 8:15AM students are asked to line up on the blacktop behind the school. Students should line up behind the appropriate room number and should remain seated in line. Students will form two lines to the right and left of the large room number painted on the blacktop. If you choose to walk your child to their line in the blacktop area, then we respectfully ask that you not remain on the blacktop. A better place to monitor your child would be a short distance away at the lunch table area. We have found that if parents stand on the blacktop with their child, it is more difficult for our teachers to monitor student safety and makes for a chaotic start to the school day. Students should not play on the big toy, tetherball courts, handball walls, field areas, or lunch tables before school at morning lineup. Parents who stay should remain at the lunch benches area. Please DO NOT drop your children off at school before supervision times begin.  This is a safety issue and the school is not liable/responsible for any incidents that may occur before such times.

After school pick-up:

Children may not enter the parking lot without an adult and may only cross at the guarded crosswalk.

Cars must not be left unattended along the red curb. Remain in your car!

No double-parking behind parked cars in the parking lot.

Meet students only at the curb.

If your child is in 3rd-6th grade, please allow him/her to walk to and from school, or drop off and meet in the neighborhood off  Rue de Fortuna and Esternay.

Pull all the way forward – do not leave any gaps between cars.

Be patient and courteous and do not come into the parking lot if you are in a hurry.

There is no supervision after 3 PM (1:45 PM on Tuesdays).

 

AFTER SCHOOL

Please note that supervision is not provided after school hours or on weekends.  If you send your child back to the playground after school, it may be best to accompany him/her so you’re assured that it is an appropriate place for unsupervised play.  We feel that supervised children are safe children. Children are also asked to stay away from the school buildings if they return to play after regular school hours. Students are not allowed on the roofs at any time.  Due to the great potential for harm to both the students and the school, children caught playing on the roof may be suspended. Parents are asked to report to the Orange County Sheriff’s Department any unusual or suspicious activity on school premises on non-school days.

 

BICYCLES

Only students in grades 3-6 are allowed to ride bicycles to school. Each bicycle must be equipped with a lock and parked only in the bicycle racks.  Bikes are not to be hung up on the bicycle compound fence. Children will be expected to abide by traffic safety laws going to and from school. There is a Bicycle Safety Handbook and test available from the school office. The state law requires anyone under 18 to wear a bicycle safety helmet. Any student not abiding by the school rules relating to bicycles will have bicycle privileges suspended.  Razor scooters and skateboards are not permitted.

 

SAFETY PRECAUTIONS

We make every effort to ensure your child’s safe arrival at home after school.  Please instruct your child to go directly home after school is dismissed.  For the safety of your child, it is very important to be on time when you are picking him/her up at the end of the school day. Our school staff is not responsible for supervision after school hours.  Any time a child’s routine is to be different than usual (such as parents out of town or if a child is to go home to a friend’s or baby-sitter’s house), let us know via a note so we’re ready to assist if circumstances dictate. We never want to unduly alarm our children or make them overly fearful.  But, we do want to make them aware of potential dangers.  The following precautions should be discussed with children to ensure their safety.  If your child reports a suspicious occurrence to you, CALL THE SHERIFF IMMEDIATELY AND REPORT IT.

Always be with someone when walking to or from school.  Cross only at crosswalks. (Please note: All students who live north of Bake and use Rue de Fortuna must use the crosswalk in front of the school.)

Walk on the side opposing traffic whenever possible (this may not always be possible).

If a car pulls along side and follows, quickly walk in the other direction or change direction.

Do not stop to answer questions for someone in a car or walking near you if you do not know them.

If someone steps out of a car toward you, run and yell for help.

Get the license number and a description of the person if possible.

Report the incident IMMEDIATELY to the Sheriff’s office, then to the school.

 

OFFICE PHONE

Keeping the safety of your children in mind and to avoid confusion, children will be directed to make arrangements about “visiting friends after school” prior to coming to school and will be reminded of this rule if they come to the office to make such arrangements by phone.

 

DISASTER PREPAREDNESS

Due to the possibility of “the big quake” here in California, it is always wise to be prepared.  Our school has a plan should a disaster occur during the school day.  Please review the items listed below.

The principal and staff will be responsible for all children until a parent or authorized person arrives.  Students will be signed out of each individual classroom by parent/guardian.

Information may be obtained from radio or television.                                

Please DO NOT CALL the school.  

Maintain a calm appearance and a positive attitude in the presence of the children.

If the school is evacuated, a sign posted on the school grounds will inform community members of the evacuation center.

 

If an emergency condition would exist if the school were directly damaged as a result of fire, flood, earthquake, fallen aircraft, etc.  We anticipate that a “COMMUNICATION PANIC” could be one of our concerns after a disaster.  This possibility should make it clear to us all that the EMERGENCY INFORMATION ON FILE IN THE OFFICE must be kept UP-TO-DATE! In completing this information, please take into consideration the following:

Keep this information up-to-date by logging on to the Family Portal at the District webpage. It is on the Student Info tab under Emergency Contacts. You can also make changes by sending a note to the school when a change is made. Discuss the names on the form with your children.  Explain to them why we can release them only to authorized persons.  Review with them your “family emergency plan.”

Include local friends and neighbors who will be available.  Remember, road and freeways will be heavily congested. If either parent would not be available during the school day, please indicate this on the card.  If there is a young adult (such as a high school brother or sister) you wish to include, please be sure to list them.

Notify the persons you are listing to be sure they are available and willing to assume the responsibility.

 

program of instruction

Our school district has always been noted for its well-rounded program of instruction extending from kindergarten through sixth grade.  Emphasis is placed upon developing responsibility and positive attitudes in students, and in helping them experience success at school. Our English/Language Arts program beginning in kindergarten is strictly aligned with the California State Standards.   The main feature of this curriculum is a systematic meaning centered literature program based on intensive reading, writing, speaking, and listening.  Integrating all the language arts can help students develop the type of thinking skills they need to become informed and effective learners. Art, mathematics, music, science and social sciences (which include history, geography, civics, citizenship and current affairs) are included in each grade level according to the State Department of Education requirements and District guidelines.

 

FRE ACCELERATED READER (AR) GUIDELINE

FRE uses a school wide computerized reading program titled, Accelerated Reader (AR). At its heart, AR is simple. Students read a book, take a computerized AR Quiz, and get immediate feedback. Students get excited and motivated when they see their progress and points they have earned for reading a book and passing a comprehension quiz for points. Teachers can easily monitor and manage students' independent reading practice.  Parents can check progress and points at anytime by logging in with their child’s school username and password by visiting http://fre.svusd.org.

At FRE some teachers calculate the AR progress/point system as part of their students’ academic grades in ELA.  Others, however, simply encourage students to read books and the school recognizes points earned by students.

Though AR quizzes cannot be taken at home on weekends and after 3:15 P.M. (M-F), recently technology advances and settings at our District office have allowed AR quizzes to be accessed at home on school holidays that fall on (M-F) and/or minimum days, at all SVUSD schools.  When a quiz is taken at home there is no way for school staff to authenticate that a student took the quiz. This year teacher/admin reports that show student quizzes were taken on a school holiday or on a minimum day (Tues.) will be excluded from school point systems and teacher grading systems.

HOMEWORK

Homework is an integral part of the learning process.  We believe homework is an important part of the educational process for two specific reasons:  (1) children need to practice the skills they learn at school often and continuously; and  (2) children need to learn the discipline of accomplishing assigned work and be responsible for its completion. It is our intent that the completion of homework assignments should not require more time than outlined below.

Since some students work more slowly than others, more time may be needed in certain cases.  Our Homework Policy provides that:

Assignments will be related to class work, explained thoroughly, and will be reviewed in class. Credit will be given each assignment. As a minimum, homework will be used in determining a student's final effort grade and may have a bearing on his/her final mark in a subject area. Homework will be assigned Monday through Thursday. Exceptions would include absence from school, long-term projects, etc.

The following maximum time limits have been established to maintain continuity throughout the school and the School District.

Grade 1:        10-20 minutes

Grade 2:        20-30 minutes

Grade 3:        30-40 minutes

Grade 4-5:    40-60 minutes

Grade 6:        60-90 minutes

When studying at home, conditions should be made as favorable as possible.  Quiet and good lighting are probably the most important of the physical conditions.  When a separate room is not available, a study corner with an uncluttered desk and lighting that is adequate should be provided.  Please consult with your child’s teacher regarding any individual problems your child may have with homework. Our mutual cooperation on the common goal of developing independent study habits will pay dividends in the future.  The purpose of homework is to expand teaching and learning beyond the classroom and allow parents to become involved in their child’s schoolwork.  We intend it to be a positive experience.

 

LOST OR DAMAGED SCHOOL PROPERTY

If a school textbook, library book, iPad or chromebook is lost or damaged; it will be necessary to pay the school for the cost or repair of the item.

 

REPORTING TO PARENTS

Individual parent-teacher conferences may be scheduled at any time during the school year.  Please schedule all conferences with the teacher so adequate time is available for the preparation of the materials needed for discussion. Pupil progress reports are issued each trimester to parents.  The reporting times this year are as follows:

Nov. 27-Dec. 4: Report card and parent conference

March 2-9: Report card and optional parent conference (Unless requested by a parent, conferences are optional for students             whose grades have been updated regularly on the SVUSD on-line grade system.)

STUDENTS

GRADES/EVALUATION OF STUDENT ACHIEVEMENT

                       

The Governing Board believes that reporting progress toward standards in grades K-6 and letter grades in 7-12 serve a valuable instructional purpose by helping students and parents/guardians understand performance expectations and identifying the student’s areas of strength and those areas needing improvement. Parents/guardians and students have the right to receive progress toward standards reports grades K-6 and course letter grades in grades 7-12 that represent an accurate evaluation of the student’s achievement.

                   

The Superintendent or designee shall establish a uniform grading system based on standards that apply to all students in that course and grade level. Principals and teachers shall ensure that student grades conform to this system. Teachers shall inform students and parents/guardians how student achievement will be evaluated in the classroom.

                   

A teacher shall base a student's grades on impartial, consistent observation of the quality of the student's work and his/her mastery of course content and district standards. Students may have the opportunity to demonstrate this mastery through a variety of methods such as classroom participation, homework, tests, and portfolios.

                   

The teacher of each course shall determine the student's grade. The grade assigned by the teacher shall not be changed by the Board or the Superintendent except as provided by law, Board policy, or administrative regulation. (Education Code 49066)

                   

Students in grades K-6 shall receive progress towards standards rather than letter grades.

                   

When reporting student performance to parents/guardians, teachers may add narrative descriptions, observational notes, and/or samples of classroom work to better describe student progress in specific skills and subcategories of achievement.

                   

A report card for a student with a disability may contain information about their disability, including whether that student received special education or related services, provided that the report card informs parents/guardians about their child's progress or level of achievement in specific classes, course content, or curriculum. However, transcripts that may be used to inform postsecondary institutions or prospective employers of the student's academic achievements shall not contain information disclosing the student's disability.

                   

Effect of Absences on Grades

                   

If a student misses class without an excuse and does not subsequently turn in homework, take a test or fulfill another class requirement that was missed, the teacher may lower the student's grade for nonperformance.

                   

Students with excessive unexcused absences may be given a failing grade and not receive credit for the class(es). Teachers who withhold class credit for this reason shall so inform the class and parents/guardians at the beginning of the semester. (Please see Board Policy/ Administrative Regulation 5113, Absences and Excuses.)

Not having cakes, cupcakes, ice cream, flowers, balloons, etc. delivered to school for birthdays.

Leaving lunches, homework, musical instruments, etc. in the office.

Limiting messages to be delivered to your children after school has begun.

It is our desire to stop all forms of communication regarding the items discussed above during the school day.  Thank you for considering our plight.  We look forward to your continued cooperation.


EARLY DISMISSAL

We seek your cooperation and assistance in establishing an atmosphere conducive to the development of good study habits and uninterrupted academic learning time. You can help us by sending the teacher a note stating the time a child is to be dismissed from school for a medical or dental appointment. This will provide the teacher with a “special reminder” so your child will be prepared to leave early.  Please come to the office to sign your child out and we will call the classroom to have your child meet you in the office. Please be prepared to show office staff a valid picture ID (driver’s license or passport). A note stamped by the health care provider is required  for an “excused” late in or early out.

VISITING SCHOOL

Parents are welcome to visit the school but an appointment must be made with the teacher prior to a classroom visit.  Please come to the office first to let us know you are on campus.  You will be asked to sign-in and receive a visitor’s pass.  Parents interested in a particular subject area may wish to check with the teacher regarding the daily schedule.  It is very difficult for teachers to conference with parents during visitations.  We suggest that a conference be arranged with the teacher at a mutually convenient time if you wish to discuss the visitation.  Classroom visitations are to be limited to 20 minutes in order to reduce distraction to the instructional program.

Parents are welcome to eat lunch with their child(ren) and should follow procedures for signing in through the office and wearing a visitor’s sticker. We ask that you and your child sit at an empty table away from other students. Parents may not accompany their child to the playground area due to insurance and safety restrictions.

Students not registered at Foothill Ranch are not allowed to visit school due to insurance restrictions.

 

ABSENCES - REPORTING

We all share responsibility for the health, safety, and welfare of the children attending school.  For this reason, it is essential that the school be notified of any absence before it occurs.  If your child is to be absent or late, please call the attendance line at 949-580-3499. Please call each day your child is absent. If we have not been informed of your child’s absence, we must assume that something is wrong and proceed as follows:

Call the student’s home

Call the parent’s place of employment

Call the neighbor or relative listed on the emergency card.

If a parent is not reached, we would appreciate a note stating the reason for absence and the days absent when the child returns to school. You can save the office staff a considerable amount of time by remembering to call the school each time your child will be absent.  When we do not hear from you, your child’s absence is coded as truant. THANKS!

 

ABSENCES

Pupils are excused if absent because of illness or other justifiable cause.  Children should not be sent to school when they are not feeling well. If a pupil becomes ill or is injured at school, you will be called to pick him/her up. Students will be given ample opportunity to make-up work that is missed. If your child is absent for 3 or more days, you may request homework on our attendance line. The teacher will prepare homework on the 3rd day of absence and it will be ready at the end of the school day. Let us know if a classmate will deliver the homework or if you will personally pick it up from the office. Each absence must be verified, preferably by a telephone call to the attendance line on the day of absence. This is the quickest and surest method of accounting for the whereabouts of our students. The following absences are excused:

Student illness. If your child is seen by a doctor, please bring a doctor’s note to the school office to further excuse the absence.

Quarantine, under direction of a county or city health officer

Medical, dental or optometric appointment and a doctor’s note is required.

Attending the funeral of a member of a student’s immediate family. (Immediate family means mother, father, grandmother, grandfather, brother, sister, brother-in-law, sister-in-law, or any relative living in the household of the student.)

If a child is to be absent for 5 or more days, the District may receive state funds if parents, teachers, and principal develop an independent work contract.  This is a fairly simple procedure.  Please notify the office ahead of time so the proper contract form can be prepared.  It will require the signature of parent, student and teacher.  Upon return from the absence, the teacher will verify that the work has been completed and the forms will be forwarded to the District.

 

ABSENCE AND TARDY POLICY

Each year there are some children who are illegally absent from school and many others who are persistently tardy.  This is a tragic loss because these children are potential dropouts who are setting the stage for truancy in junior and senior high school.  What is even more tragic is that some parents permit their children to become truant by occasionally allowing them to stay at home instead of ensuring that they attend school promptly and regularly. The California Education Code, Section 48200, makes full time education compulsory for children from ages six to sixteen, or until high school graduation.  It is the legal responsibility of parents or guardians to see that their school-aged children are enrolled and attending school on time every day, unless they have a valid excuse.  Under the law, a child may be legally excused from attending school or for being tardy only for illness, quarantine, funeral service of a member of the immediate family, or for medical, dental or optometric services.  Staying home to visit with out-of-town relatives, babysitting a younger brother or sister, accompanying parent(s) on a day off, etc. are not legally valid excuses for a child to miss a day of school.

In these times of ever increasing expectations and accountability being placed upon the schools, it is absolutely vital that every child attend school promptly and regularly.

 

Perfect Attendance Recognition - As of the 2017-18 school year Foothill Ranch will no longer recognize perfect attendance K-6 for promoting 6th graders. While we appreciate regular attendance, we found in some instances students were being sent to school while sick.

 

HEALTH ASSISTANCE

In case of an accident or illness at school, a qualified person will administer first aid and the parents will be notified.  Except for first aid at the time of the injury, the school cannot treat injuries. If it is necessary for a student to go home because of illness or injury, it will be the responsibility of the parent or guardian to pick up the child.

 

MEDICATION

The Education Code allows school personnel to administer medication if the following steps are taken:

Physician’s request form completed by physician and given to the office.

Parental release form on file in the office.

Medication must be in your child’s original, labeled pharmacy container.

Medicine must be brought to school by parents NOT children.

Please contact the school for the forms required if school personnel are to administer medication to your child.

Students should not bring aspirin or any other medication to school to take on their own.  There is the possibility of another child taking the medication and having a severe reaction to it.  ALL medication, no matter how harmless it may appear to be, must be kept in the office during school hours.

 

SYMPTOMS OF ILLNESS

STAYING HOME IS RECOMMENDED WHEN:

The illness prevents a child from participating comfortably in activities as determined by staff. The ill child requires more care than staff can give, which may result in compromising care for other children.

 

PLEASE KEEP YOUR CHILD HOME IF HE/SHE HAS ANY OF THE FOLLOWING CONDITIONS:

Fever by itself: 100 or more axillary, or 101 or more orally. Fever with symptoms: ie rash, behavior change, earache, vomiting, sore throat etc.

Fever with symptoms: ie rash, behavior change, earache, vomiting, sore throat etc.

Diarrhea: defined as 3 or more loose or liquid stools in a 24 hrs. period. **keep child hydrated

Vomiting: in the last 24 hrs. **keep child hydrated – possibility of dehydration

Nausea, Vomiting & Diarrhea: may return to school when symptom free for 24 hrs.

Eyes: red and inflamed, draining white or yellow discharge or matted. “Medical note required

Rash: undermined on any part of the body, rapidly spreading, or with behavior change or fever *Medical note (release from doctor) required

Skin infection: draining sore, boil or abscess. Must be covered. Medical note required

Abdominal pain (persistent): continues for more than 2 hrs. or intermittent pain associated with fever or other symptoms.

Flu (Influenza): usually comes on quickly, fever, could, headache, muscle aches, tired or weakness.

 

Common Cold: The most common upper respiratory infection is the common cold. Symptoms may include runny nose/nasal discharge*, sore throat, sneezing and coughing. There is usually NO FEVER. Symptoms can be relieved by over the counter medications. A child with no fever, mild symptoms and otherwise feeling well may stay in school. Seek medical attention if the above symptoms worsen or do not subside within 10 days

The policy of our school is to expect good conduct and courtesy from children at school, on the playground, and traveling to and from school.  As parents, teachers, and school staff, it is our responsibility to communicate these expectations with our children. We respectfully request that you report any misconduct noted while children are going to and from school.  

Discipline Policy

It is important that we maintain a safe and healthy school and classroom climate conducive to learning. Students enrolled at Foothill Ranch are expected to conduct themselves in such a way so as to show at all times that they understand and accept school policies and rules regulating student behavior.

Student Rights:

A right is something that belongs to you and cannot be taken away by anyone.  Students have these important rights:

·       Students have the right to be themselves at school.

·       Students have a right to be respected and treated with kindness.

·       Students have a right to be safe at school.

PBIS/PAWS:

Foothill Ranch Elementary is a PBIS (Positive Behavior Intervention Support) school. PBIS provides an organizational approach or framework for improving the social behavior climate of the schools and supporting or enhancing the impact of academic instruction on achievement with an emphasis on increasing proactive (positive/prevention) management. Our intent in utilizing this program is to teach proactive strategies for defining, teaching, and supporting appropriate student behaviors to create positive school environments. Our school- wide system has a common purpose and approach to discipline, clear set of positive expectations and behaviors, and procedures for teaching positive behaviors. We use data to guide implementation and assess impact over time. Utilizing data provides our staff with essential information that enables us to track behaviors, areas most undesired behaviors occur, and to make data-based decisions that will enable our school to be a safe place where students thrive academically and socially.

We have implemented the PAWS acronym to teach and reinforce our targeted pro-social behaviors: P- Pay attention  A-Act respectfully  W-Work responsibly  S- Be safe.

 

SVUSD Dress Code 10.14.16

Dress is a form of personal expression that may affect a student’s behavior and self-image. A dress code policy is necessary in order to protect the health and safety of the school environment and to foster the student’s success in a positive manner.

  • Students are expected to show proper attention to personal cleanliness and to wear clothes that are suitable for school activities.  Parents have the primary responsibility for student dress, and we appreciate your support and cooperation in ensuring that student dress does not present health or safety hazards or a distraction that may interfere with student learning at school.  

  • Clothing displaying language or logos, slogans, words, or pictures promoting or depicting alcohol, tobacco, drugs, profanity, violence, or sexual connotations are not permitted. Clothing which references or displays sexual references, sexist, racist, vulgar, or hate messages is also not permitted. Any derogatory message directed towards any person or group is prohibited.

  • Shirts must have straps at least 1 inch wide, strapless shirts are not permitted. Shirts must completely cover undergarments and the midriff area.  Undergarments should not be visible at any time.  Sheer or cutout tops may only be worn with another top underneath (the torso cannot be exposed).

  • Shorts, skirts, and dresses must meet or be longer than the tip of the thumb when arms are extended down at the sides of the body.

  • For safety reasons, all shoes must be appropriate for school activity. Sandals, high heels, and tennis shoes with wheels are not permitted.

  • Hats with a brim may be permitted outside for sun/rain protection only.  Baseball hats are to be worn with the bill forward.    Hats and hoods may not be worn in the classroom.

  • Sharp/pointed accessories or belts that are unsafe for student play are not permitted at school.

  • Clothing which displays gang insignia or which could reasonably be construed as gang-related, including but not limited to, initialized belt buckles, dangling belt below the waist level, trench coats, ponchos, pants not worn at waist level (or which are sagging or oversized), hairnets, doo-rags or bandanas, long shorts (i.e. shorts to the ankles), any color t-shirt that extends past the finger tips when the hands hang down to the sides, and pulled up socks are prohibited. Any combination of clothing which law enforcement agencies currently consider gang related is prohibited. Accessories, which could be considered weapons, such as spiked wrist or ankle bands, spiked rings, spiked belts, spiked gloves, oversized rings or chains of any size, and chains attached to wallets are prohibited. Spikes worn in eyebrows, ears, or any other body parts are not acceptable.

As trends change, administration reserves the right to amend the dress code policy as needed in order to keep a safe and orderly school environment, as long as it is consistent with this policy.

Ethics Policy

Saddleback Valley Unified School District supports a strict Ethics Policy, which deals with students who cheat on tests or plagiarize on assignments. All tests, quizzes, reports, assignments and any school-related test (SAT9 Writing Assessments, etc.) are subject to this policy.  Cheating includes looking at or copying another student’s paper or talking during an exam. Helping another student cheat on an exam or assignment is also a violation of the Ethics Policy if it has been made clear by the instructor that students are to work on their own. Violation of this policy will result in the following consequences:

1st Offense -

  1. Automatic “F” on assignment or test.

  2. Teacher contacts parent with details of offense and explains consequences, including Ethics Policy Contract.

  3. Referral placed in student discipline file.

  4. Trimester citizenship grade will be lowered.

  5. Student is placed on probation for the remainder of the school year. Student signs Ethics Policy Contract, copy goes home for parent signature, teachers are notified, and a copy is placed in discipline file.

2nd Offense (The second time the student violates the Ethics Policy during the same school year)

  1. Automatic “F” on assignment or test.

  2. Trimester academic grade in the subject where the second offense occurred will be lowered one grade level. Student will be assigned a “U” in citizenship for the trimester in which the second offense occurred.

  3. Referral placed in student discipline file and teachers are notified.

  4. Parent conference.

  5. Student removed from any and all elected or appointed leadership positions for the remainder of the school year.

  6. Student will be assigned one day of in-school suspension.

3rd Offense (The 3rd time the student violates the Ethics Policy during the same school year)

  1. Automatic “F” on assignment or test.

  2. Trimester academic grade in the subject where the third offense occurred will be lowered by one grade level. Students assigned “U” in citizenship for the trimester in which the third offense occurred.

  3. Referral placed in student discipline file.

  4. Parent conference.

  5. Student placed on out-of-school (home) suspension.

 

SOCIAL RESPONSIBILITY (BULLYING POLICY)

Bully-Prevention in Positive Behavior Support works to reduce incidents of bullying through the alternation of events that precede and follow behavior. Specifically, Bully Prevention works to teach specific behaviors that will reduce the probability of bullying incidents. Research suggests that bullying behavior is frequently followed by and reinforced by peer attention or tangibles (Salmivalli, 2002; Soutter & McKenzie, 2000).  Through the explicit teaching of a 3-step response (Stop-Talk-Walk) to a problem behavior, students learn to eliminate the reinforcement for bullying. Bully Prevention eliminates this problem through specific instruction to all school staff on effective, efficient procedures for both responding to reports of problem behavior and delivering consequences. Through the implementation of these procedures, staff members build consistency regarding responses to problem behavior, and are able to ensure that proactive tools have been taught to our students.

 

INAPPROPRIATE ITEMS

Personal property that is not used for the instructional program should not be brought to school. This includes personal audio/media systems (iPods, MP3s), personal game players, P.E. equipment, collector cards, sunglasses, etc. Students are not allowed to use skateboards, scooters, roller blades or any type of shoe with wheels attached as transportation to or from school. The school will not be liable for the loss or destruction of these items while at school. On the first offense, prohibited items will be confiscated and temporarily held in the office. At the end of the school day, students should come to the office and the item will be returned to the student with a verbal warning. For all additional offenses, the item will be held in the office until a parent comes to pick it up and briefly conferences with administration.  If the issue persists, disciplinary action may be taken.

 

CELL PHONE/DEVICE USE

Please note that student cell phone/device use is prohibited during the school hours of 8:15AM - 2:45 PM (M, W, TH, F) and 8:15AM - 1:35PM (Tuesdays). Students are permitted to make/receive phone calls, before and after school only.  Student will be issued a verbal warning on a first offense. On the second offense, the student’s parents will be notified, and the phone will be held by the teacher and returned at the end of the day. On the third offense, a referral will be written, and administration will arrange a conference with student and parent to address the on-going issue.  A formal consequence may be issued. Under no circumstance should device cameras be used to film or take pictures of other students.  If the device is worn on the wrist, then the classroom teacher may confiscate the device if texts or phone calls interrupt instruction.  In cases where classroom instruction disruptions have occurred from outside texts or phone calls, then the classroom teacher is permitted to ban the device from being brought into their classroom.

 

PLAYGROUND SAFETY

Students are to report an accident that occurs on the playground to a campus supervisor or teacher on duty.  If the child is unable to find assistance, the student should inform their homeroom teacher of the incident upon returning to class.  Please encourage your child to let the teacher know if he/she is ill or injured. Also, please ask them to report any dangerous condition or any situation that jeopardizes their feeling of safety. Playground equipment is provided to students for all school activities and recesses.  Subsequently, equipment from home is not permitted unless a teacher specifically requests it for a class event/activity.

 

DISCIPLINARY RESPONSE PROTOCOL

Discipline issues are addressed on an individual basis.  Each teacher has an established classroom management system. In most cases, discipline issues and consequences are handled by the teacher and addressed at the classroom level.  In the event that a more serious offense has occurred or prior interventions have not proven to be effective, the teacher may refer the incident to the office in the form of a discipline referral.

When a discipline issue or referral is submitted to the office, the principal typically responds by:

  1. Reviewing the written referral and briefly speaking with the staff member submitting the referral regarding the incident. The principal begins the process of a thorough investigation.
  2. The principal may interview individuals and witnesses involved in the incident/ disciplinary infraction.  Written statements are often collected at this time.
  3. After a full investigation has been conducted, administration conferences with student(s) about their conduct and consequences are issued.
  4. The principal contacts Parents/guardians of students involved in the incident. If a student has been assigned consequences, such information is only shared with the parents/guardians of that child in an effort to maintain confidentiality and comply with district policy.
  5. Parent/guardians may be asked to sign and return the referral form to the school for documentation purposes. Discipline infractions are subsequently entered into a district database.

In the event that an investigation leads to an inconclusive outcome and a disciplinary response is not applicable/compromised, administration may contact the parents/guardians of the students involved in an effort to raise parental awareness and anecdotal notes will be kept for future monitoring.

 

SCHOOL CONSEQUENCES

The staff and principal work together to provide fair and timely consequences for inappropriate behavior.  Teachers deal with minor infractions of rules. Usual consequences for serious infractions of rules are listed below:

Care of School Property - If a student damages or destroys school property, the principal will counsel the students and contact the parents.  Students are responsible for the cost of the damage.  Vandalism of school property is an expellable offense.

Not completing assigned work - If a student does not complete the class assignments, the teacher will talk with the student and the parents will be notified.  If it still continues, the teacher, principal, and other school personnel will work with the student and parents to help the student meet this important responsibility.

Defiance – If a student does not obey all adults at school, the teacher will talk with the student and notify the parents.  The student will lose classroom or playground privileges.  If the behavior continues, or if the problem is serious, the student will be counseled by the principal, parents will be notified, and the student may be suspended from school.

Profanity - If a student uses swear words or obscene gestures, the teacher will counsel the student, the student will lose privileges, and parents will be notified. If the behavior continues, or if the problem is serious, the student will be counseled by the principal, parents will be notified, and the student may be suspended from school.

Fighting or Assault - If a student is involved in a serious fight or assault, the student will be sent to the principal, parents will be notified, and the student will lose privileges.  The student may be suspended from school. For a subsequent serious fight or assault, the student may be suspended from school for up to three days.  

Threatening- Threatening another student is also prohibited and could result in a suspension.

“Hands Off” Policy- Foothill Ranch Elementary has a “hands-off” expectation of its’ students and all forms of aggressive physical contact are not permitted. For example, hitting, pushing, grabbing, slapping, pulling, biting and play fighting are all discipline infractions. A potential playground timeout or office referral may be issued and could result in a loss of privileges, detention, parent contact or possible suspension.

Possession of alcohol, drugs, or weapons - If a student brings such an item to school, the student will be subject to suspension and/or expulsion from our school district.  This means that the student would not be able to attend schools in the Saddleback Valley Unified School District.

 

SUSPENSION

The Education Code states:  “Continual, willful disobedience, open and persistent defiance of the authority of the teacher, habitual profanity or vulgarity, habitual truancy, smoking of cigarettes on school premises, or possession of controlled substances, constitutes good cause for suspension or expulsion from school.” Any suspension may result in a grade of “F” (unacceptable achievement) to be assigned for all work missing during the period of suspension if not made up by the student.

The principal reserves the right to exercise two forms of suspension based on the severity and frequency of the infraction.  One form of suspension is an in-school suspension. If issued an in-school suspension, the student is permitted to attend school and will either be assigned to an alternative classroom or the office to serve out the duration of their suspension.  Another form of suspension is an out-of- school suspension (home) may be issued.  In this case, the student is not permitted on school grounds for the duration of the suspension.

 

CHILDREN’S POSSESSIONS

Please label clearly all lunch pails, sacks, personal books, articles of clothing, etc., with your child’s name.  Your help is needed in teaching children to care for their own belongings.  Many items, often brand new, go unclaimed in the school’s lost and found area.  All unclaimed articles will be given to a charitable organization.

 

MOVING

If you are moving from our school area, please let us know as far in advance as possible which day will be your child’s last day of attendance and the name and address of their new school.  This will enable us to complete student records for the new school.

 

LUNCH PROGRAM

All students should eat something nutritious for lunch.  We encourage students to bring their lunch or purchase one from our food services. Saddleback Valley USD has a lunch program called Lunchbox and each student has his or her own account. Students access their account to pay for lunch by entering their permanent student ID number. LunchBox gives parents the ability to log into their student’s account over the internet to view account balances, deposit money, set spending limits and view account history. You can make prepayments to your student's lunch account by sending cash or a check with them to the school office or you can pay online. Please place your payment in an envelope marked clearly with your student's name, their ID #, their teacher's name, the amount enclosed and the check #. Lunches are $2.75. Reduced price and free lunches are available for families who qualify.  An application form is available in the school office.  The food service department will notify you as to your qualification. If a child does not have a lunch, we will do the following:

  • Call parents to bring them a lunch or lunch money.

  • The child will receive a school lunch. A notice will be sent home that $2.75 is owed.

 

Pets at school

No pets are allowed on any school playground at any time.  Service animals are permitted as long as they are on a leash. Please be sure that your pet does not wander onto the playground or follow children to school.  Although we make every effort to locate the owner, it is necessary to send stray pets to the animal shelter.  The children on the grounds may excite dogs and we cannot take the risk of having children bitten.  A parent must have prior approval from the classroom teacher before bringing a pet to school for a child to share with the class.  The pet must be caged properly and have a clean bill of health from a veterinarian.  Pets are not allowed on school buses.  Please do not bring your pets to school to visit your child during break or when you pick them up after school.

 

SCHOOL PARTIES

Three parties are provided for each classroom each year.  They may vary from year to year, but most generally the parties will be at Valentine’s Day and the end of the year.


SCHOOL SITE COUNCIL

The School Site Council is an elected group of staff and parents from Foothill Ranch that acts in an advisory capacity to the Principal and staff.  The Council’s task is to develop, implement, and update a Single Site Plan as outlined in Assembly Bill 65.  The School Site Council serves as a communication link between the community and the school.  

VOLUNTEERS

Each classroom needs one Room Parent and an assistant.  These very special people organize the holiday parties, help arrange for volunteers at school functions, and furnish additional assistance for their child’s teacher. Parent volunteer responsibilities can include working with individual students or small groups of children, preparing materials for the classroom, speaking to our students about your career, correcting student work, duplicating materials for classroom use, or anything you and your child’s teacher work out together. All volunteers must remain under the supervision of a staff member and should never be alone with children.  Volunteers are not permitted to engage in any disciplining of students and are directed to bring such issues to a staff member’s attention.

Prior to volunteering for the first time at any SVUSD school, please fill out an SVUSD Volunteer Form I and show a valid picture ID (driver’s license or passport). There is also a Volunteer I pamphlet in the school office that you are required to read.

Please be sure to sign-in at the office prior to your visit.  Volunteers MUST wear a volunteer sticker at all times.  This enables us to distinguish parent volunteers from strangers who should not be on campus. If you visit your child at lunch, please sign in at the officer and attain a visitor sticker and sit at a table designated by our campus supervisors, away from the rest of the students. Do not be offended if a staff member asks you to please wear a sticker. Remember, it is for our children’s safety! Please understand that due to District liability concerns, parents cannot go on the blacktop or playground unless they are helping a teacher with PE or a prearranged outside activity with their class. In this instance a certificated staff member must be present.

Celebrations are defined as an individual recognition of a special event, such as a birthday or student accomplishment. Celebrations may not include food items, must have advance approval by the classroom teacher or school principal, and should be scheduled during non- instructional time whenever possible. Alternative suggestions for recognition are the distribution of school or art supplies; the opportunity to read a favorite book to the class; a greeting card (purchased by parent) signed by the school administration, teacher or classmates; a donation to the classroom, i.e., games, balls, jump ropes, books; or other non-food items or activities.
