The fact-finding report related to negotiations between SVUSD and SVEA was issued on September 18, 2026, following the September 4 fact-finding session.

The report summarizes the issues presented by both SVUSD and SVEA, the neutral Chair’s findings, and recommendations. The Chair recommended maintaining the status quo on class size (Article VI) and special education caseloads (Article XVI) for the 2025-2026 school year and addressing both provisions through 2026-2027 successor bargaining.

The recommendations are advisory and do not impose a settlement on either party.
